(the flat green line at the bottom). Where's their incentive to lower the takeout if they're going to make the same money regardless?

We spotlighted it on the HANA Blog: http://blog.horseplayersassociation.org/2011/11/tampa-takeout-rates-and-handle.html For those of you who might not know, Tampa Bay Downs has quietly been lowering takeout with the start of each new meet over the past 10 years. (This year they dropped WPS a half point. Last year they dropped pick3, pick4 and pick6 a full point.) The strategy has paid off for them. Since 2001 they have managed to double their average daily handle - while the rest of the industry has tanked during that same time period. -jp .
